§ OPERATOR HANDBOOK · v1

How FORGE works for operators.

Everything you need to know about applying, getting vetted, accepting jobs, getting paid, and resolving issues. Read top-to-bottom or jump to the section you need.

§ 01 — LIFECYCLE

From application to first payout

Most operators take 1–2 weeks from application to first accepted job. Vetting is the longest step (5–10 business days). Everything after vetting takes minutes.

1

Apply

Fill out the operator signup form: business info, equipment, clearance level, weekly capacity, and the job tracks you accept (government and/or commercial). Takes ~10 minutes.

2

Verify your email

Click the link in the verification email (valid 72 hours). Without this step, you can't log in. Didn't receive it? Use "Resend verification link" on the sign-in page.

3

Get vetted

A FORGE vetting officer reviews your application in 5–10 business days. We verify your business registration, clearance documentation, and equipment claims. You'll get an approval or rejection email.

4

Connect Stripe payouts

Set up Stripe Connect (~3 min) — this is how we send you money. Stripe handles ID verification and bank account collection directly. We never see your banking info. Required before you can accept jobs.

5

Browse the job board

Jobs that match your clearance level and tracks appear at /jobs.php. Each one shows a match score, payout, delivery deadline, and region (in-state / regional / CONUS).

6

Accept & produce

Click Accept to claim a job. Files unlock immediately. Advance the status as you go: ACCEPTED → PRINTING → QC → SHIPPED. Submit photos and dimensional measurements at QC.

7

Ship with tracking

When advancing QC → SHIPPED you'll be required to enter a carrier (USPS / UPS / FedEx / DHL) and tracking number. The agency gets an automatic email with the tracking link.

8

Get paid

Once the agency confirms delivery, the platform fee is deducted and the remainder transfers to your Stripe Connect account — usually within minutes. You'll get a payout email.

§ 02 — HOW YOU GET PAID

Escrow + Stripe Connect

No invoices. No NET-30. Agencies fund the job into escrow before you start working. You get paid the moment they confirm delivery.

EVENTWHAT HAPPENS
Agency posts jobAgency pays the full payout amount + platform fee into a Stripe-held escrow account. Job goes live on the board.
You acceptThe job locks to your operator profile. Money is still in escrow — not yours yet.
You shipTracking number captured. Agency notified. Escrow stays held.
Agency confirmsEscrow releases. Platform fee retained by FORGE. Remainder transfers to your Stripe Connect account.
Transfer failsJob is queued in /admin/payouts.php. A human admin retries within 1 business day.
Platform fee: 10–20% per job, set per-job by FORGE admin before delivery confirmation. Default is 10% (pilot floor). Higher fees apply to cleared work, exotic materials, OCONUS routes, or specialized post-processing — the rate is visible on each job's detail page before you accept.
Timing: Stripe Connect transfers settle in seconds in test mode, and in 1–2 business days on live accounts (Stripe's own clearing window — out of our control). You'll see the payout in your Stripe Dashboard immediately, and in your bank account on the standard Stripe schedule.
If a transfer fails (insufficient operator-side onboarding, account restrictions, etc.), the platform queues it for admin retry rather than losing the money. You'll be contacted within 1 business day to resolve the underlying issue.
§ 03 — CLEARANCE & TRACKS

What you can see and accept

FORGE runs two parallel tracks. Commercial is open to everyone. Government has clearance tiers gated by your vetted level.

Clearance rank

LEVELRANKCAN ACCEPT
UNCLASSIFIED0Unclassified jobs only
CONFIDENTIAL1Unclassified + Confidential
SECRET2Unclassified + Confidential + Secret
TOP SECRET3All levels

Your effective clearance is set by FORGE during vetting. To upgrade, email [email protected] with current clearance documentation and proof of cleared personnel on your floor.

Tracks

TRACKWHO POSTSCLEARANCE NEEDED
GOVERNMENTDefense agencies (INDOPACOM, NAVFAC Pacific, etc.)Per-job — see the job detail
COMMERCIALStartups, hardware teams, makersAlways unclassified
Opt in via your profile. If you only want commercial work, uncheck government in /profile.php → tracks. Government-track jobs above your clearance posture are hidden from your job board automatically.
§ 04 — CAPACITY & MATCHING

How jobs surface for you

The job board ranks jobs by match score and dims jobs you can't accept (clearance, track, or capacity).

Match score (0–100)

FACTORWEIGHTSIGNAL
Clearance fit30%Your level ≥ job's required level
Process listed25%Job's process (FDM/SLS/CNC/etc.) is in your equipment
State/region20%Same state → 1.0 · Pacific region → 0.7 · CONUS → 0.25
Capacity headroom15%Your weekly capacity vs job's unit count
Material history10%You've completed jobs in this material before
Capacity gating. If you have capacity_per_week jobs already in flight (status accepted / printing / qc / shipped), the job board shows an "AT CAPACITY" banner and accept buttons are disabled. Complete or ship an in-flight job to free a slot — or raise your capacity in /profile.php.
Stripe-onboarded check. You cannot accept any job until Stripe Connect is set up — otherwise we have no way to pay you. The accept button on each job is replaced with "SET UP PAYOUTS" until you complete onboarding.
§ 05 — DISPUTES & CANCELLATIONS

When things don't go to plan

Both parties can step out of an order in defined ways. All actions are audit-logged.

You can cancel a job

WHILE STATUS ISWHAT HAPPENS
ACCEPTED · PRINTINGJob returns to OPEN on the board. No payment was at risk yet. You pick a reason (equipment failure, timeline conflict, etc.).
QC · SHIPPED · COMPLETEDNot cancellable — the agency must dispute instead.

Agency may dispute after shipping

If the agency claims the parts are damaged, wrong, missing, or failed QC, they can open a dispute instead of confirming delivery. The job goes into disputed status, escrow stays held, and a FORGE admin reviews.

Admin resolutions

OUTCOMEWHO GETS WHAT
OPERATOR PAIDFull payout to you. Same as a normal completed job.
SPLITAdmin sets a percentage (1–99%) to you. Remainder refunded to agency.
AGENCY REFUNDEDFull refund to agency. You receive nothing. Job marked cancelled.
DISMISSEDNo money moves. Job returns to SHIPPED status for normal confirmation.
The platform stays neutral. Admin decisions are based on evidence: QC photos, dimensional measurements, tracking records, and the job's CAD specifications. Both parties can attach a written response.
§ 06 — SECURITY

How your account and files are protected

FORGE handles authentication, sessions, file access, and audit logging against NIST 800-171 as a design reference. The platform is not CMMC-certified.

CONTROLHOW WE IMPLEMENT IT
Password policy14+ characters with mixed case, number, symbol. Bcrypt at rest (cost 12).
Account lockout5 failed attempts in 15 minutes locks the account. Per-IP throttle on the login page on top of that.
MFATOTP via any RFC 6238 authenticator. Mandatory for admin accounts, optional for operators.
Sessions30-min idle timeout · 8-hr absolute · session ID rotation on auth state change. Cookies Secure + HttpOnly + SameSite=Lax.
File accessCAD downloads are access-gated and logged. Files only unlock for the accepting operator, and only while the job is open.
Audit logEvery login, accept, advance, payment, and admin action is logged with timestamp, IP, and event details. Append-only in practice; not cryptographically sealed.
TransportTLS 1.2+ everywhere, with HSTS enabled. A Content-Security-Policy is set, though inline scripts are still permitted.
ITAR / CUI: FORGE's current production track is not yet certified for ITAR / CUI / classified handling. Government jobs are limited to unclassified work. The agency-track infrastructure exists; full certification is on the roadmap.
Report a security issue to [email protected]. We acknowledge within 24 hours and never threaten legal action against good-faith researchers.
